目前,我國電(dian)動(dong)自行(xing)車保有量(liang)已達4億(yi)輛。上下班、接(jie)送(song)(song)孩子、購物外(wai)出、送(song)(song)外(wai)賣,生活(huo)中電(dian)動(dong)自行(xing)車應用(yong)的場景無(wu)處不在。與此同時,電(dian)動(dong)自行(xing)車引發的火(huo)災數量(liang)連年(nian)增長。據統計,2023年(nian),國家(jia)消防(fang)救援局共(gong)接(jie)報電(dian)動(dong)自行(xing)車火(huo)災2.1萬(wan)起。2024年(nian)12月31日,由五部門組織修訂的強制性(xing)國家(jia)標(biao)準GB 17761—2024《電(dian)動(dong)自行(xing)車安(an)全技術規范(fan)》正式發布,該標(biao)準中有哪些措(cuo)施來保障電(dian)動(dong)自行(xing)車質量(liang)安(an)全?
電動自行車限速要求及防超速措施
為(wei)減少(shao)交通傷亡事故,保護人民群(qun)眾(zhong)生命財(cai)產安全,標(biao)準中規定的電(dian)(dian)(dian)(dian)(dian)動(dong)自行車(che)最高車(che)速為(wei)25km/h,但是電(dian)(dian)(dian)(dian)(dian)動(dong)自行車(che)超速行駛的現象屢禁不止,主要原因是電(dian)(dian)(dian)(dian)(dian)動(dong)車(che)電(dian)(dian)(dian)(dian)(dian)機(ji)動(dong)力(li)有(you)較大(da)冗余,使(shi)得篡改最高車(che)速有(you)了可(ke)能(neng)。新標(biao)準通過(guo)增加電(dian)(dian)(dian)(dian)(dian)動(dong)機(ji)空載反電(dian)(dian)(dian)(dian)(dian)動(dong)勢以及電(dian)(dian)(dian)(dian)(dian)感(gan)值差異系(xi)數等(deng)指標(biao)要求,限制了電(dian)(dian)(dian)(dian)(dian)機(ji)最大(da)輸(shu)出能(neng)力(li),同(tong)時考慮到電(dian)(dian)(dian)(dian)(dian)動(dong)自行車(che)載重時短(duan)時爬(pa)坡等(deng)實際需要,標(biao)準中增加了電(dian)(dian)(dian)(dian)(dian)動(dong)機(ji)低速運(yun)行時轉矩限值指標(biao),確保電(dian)(dian)(dian)(dian)(dian)機(ji)具備短(duan)暫(zan)輸(shu)出較高扭矩能(neng)力(li),能(neng)夠應對短(duan)距離爬(pa)坡等(deng)特殊工況。
電動自行車防火阻燃的要求
根據(ju)調(diao)查表(biao)明,電(dian)(dian)動自行車(che)電(dian)(dian)池(chi)(chi)是主要的(de)起(qi)火(huo)(huo)(huo)源,而起(qi)火(huo)(huo)(huo)后(hou)電(dian)(dian)動自行車(che)上的(de)塑料(liao)件(jian)、織物燃(ran)燒釋放黑煙(yan)是導致人員在密閉空(kong)間內(nei)傷亡的(de)主要原(yuan)因(yin),因(yin)此新標(biao)準(zhun)在電(dian)(dian)動自行車(che)防(fang)火(huo)(huo)(huo)阻(zu)燃(ran)方面(mian)提出了多(duo)項規(gui)(gui)定,有(you)效降低(di)火(huo)(huo)(huo)災(zai)傷亡的(de)可能(neng)。一是嚴格(ge)鋰電(dian)(dian)池(chi)(chi)的(de)使(shi)用,因(yin)鋰元素化學性質(zhi)活潑,相較于傳統鉛酸電(dian)(dian)池(chi)(chi),鋰電(dian)(dian)池(chi)(chi)事故(gu)更(geng)為常見(jian),新標(biao)準(zhun)對鋰電(dian)(dian)池(chi)(chi)進行了嚴格(ge)規(gui)(gui)定,首先限制了電(dian)(dian)池(chi)(chi)最大輸出電(dian)(dian)壓為60V,其次(ci)通(tong)過電(dian)(dian)池(chi)(chi)的(de)標(biao)志、過充電(dian)(dian)、過放電(dian)(dian)、外部短路、熱濫用以及針刺(ci)測試等項目規(gui)(gui)定,嚴格(ge)保障電(dian)(dian)池(chi)(chi)質(zhi)量安(an)全;二是對電(dian)(dian)動自行車(che)原(yuan)材(cai)(cai)料(liao)的(de)阻(zu)燃(ran)性能(neng)進行規(gui)(gui)定,加強了材(cai)(cai)料(liao)的(de)安(an)全性能(neng);三是限制了電(dian)(dian)動自行車(che)塑料(liao)件(jian)的(de)質(zhi)量占(zhan)比,鼓勵企(qi)業(ye)使(shi)用其他不可燃(ran)材(cai)(cai)料(liao)代替塑料(liao)。多(duo)措(cuo)并舉降低(di)電(dian)(dian)動自行車(che)起(qi)火(huo)(huo)(huo)事故(gu)的(de)可能(neng)。
電動自行車防篡改的措施
雖然國標對電(dian)(dian)(dian)動自(zi)(zi)行車(che)(che)(che)最高車(che)(che)(che)速(su)、電(dian)(dian)(dian)池(chi)(chi)輸(shu)出電(dian)(dian)(dian)壓(ya)等方面進行限(xian)(xian)制(zhi),以保證行駛(shi)安全,但是(shi)因這些參數易被(bei)篡(cuan)改,使得這些安全保障措施無(wu)法(fa)起到作用。新標準分別(bie)從電(dian)(dian)(dian)池(chi)(chi)組、控制(zhi)器(qi)、限(xian)(xian)速(su)器(qi)三個方面提出防(fang)篡(cuan)改要(yao)求(qiu)(qiu)。如(ru)電(dian)(dian)(dian)動自(zi)(zi)行車(che)(che)(che)不應(ying)預留擴展車(che)(che)(che)載電(dian)(dian)(dian)池(chi)(chi)的接口(kou)或線路;控制(zhi)器(qi)不能(neng)通(tong)過剪線、跳線等方式(shi)修改功能(neng),不應(ying)兼(jian)容多(duo)種輸(shu)入電(dian)(dian)(dian)壓(ya)模(mo)式(shi);要(yao)求(qiu)(qiu)限(xian)(xian)速(su)器(qi)無(wu)論是(shi)單獨的模(mo)塊,還是(shi)集(ji)成在控制(zhi)器(qi)內部,均不應(ying)具備修改限(xian)(xian)速(su)值功能(neng)。此外給出了六大(da)類(lei)常見的防(fang)篡(cuan)改檢查方法(fa)示例,為產品(pin)防(fang)篡(cuan)改設計及(ji)檢測抽查提供指導和依據。同時,新標準要(yao)求(qiu)(qiu)電(dian)(dian)(dian)動自(zi)(zi)行車(che)(che)(che)落(luo)實“一(yi)車(che)(che)(che)一(yi)池(chi)(chi)一(yi)充一(yi)碼”,即車(che)(che)(che)、電(dian)(dian)(dian)池(chi)(chi)、充電(dian)(dian)(dian)器(qi)要(yao)能(neng)一(yi)碼對應(ying),從技術上大(da)幅提高非法(fa)改裝門檻,有利于(yu)逐步減少乃至杜絕改裝行為。
經營用電動自行車需要安裝北斗定位系統
強制要求經營用電(dian)(dian)動自行(xing)車(che)安裝北斗模塊(kuai)(kuai),這是促進營商環境的重要舉措。北斗模塊(kuai)(kuai)可(ke)以記錄電(dian)(dian)動自行(xing)車(che)當前所處的位置(zhi)、速度等信(xin)(xin)息(xi),并通(tong)過通(tong)信(xin)(xin)模塊(kuai)(kuai)實(shi)時(shi)反饋(kui)給用戶,讓經營平臺(tai)隨時(shi)掌握運營車(che)輛動態,一旦發現超速、被(bei)盜、交(jiao)通(tong)事故(gu)等情況,可(ke)以及時(shi)反饋(kui),有效保障電(dian)(dian)動自行(xing)車(che)在經營活動中使用規范(fan)、安全(quan)。
其他重要修改項目
一是提(ti)高了對(dui)生(sheng)產(chan)(chan)企(qi)(qi)業的(de)質量(liang)保(bao)障要(yao)(yao)求,新標準明確要(yao)(yao)求生(sheng)產(chan)(chan)企(qi)(qi)業應具(ju)有(you)與(yu)電動(dong)(dong)自行車(che)產(chan)(chan)能(neng)(neng)相(xiang)匹配的(de)整車(che)及車(che)架的(de)生(sheng)產(chan)(chan)能(neng)(neng)力、檢(jian)(jian)測能(neng)(neng)力和(he)(he)質量(liang)控制能(neng)(neng)力,規定(ding)了電動(dong)(dong)自行車(che)的(de)常規檢(jian)(jian)驗和(he)(he)型式(shi)檢(jian)(jian)驗項(xiang)目;二是取消了強制安裝(zhuang)腳踏騎(qi)行裝(zhuang)置的(de)要(yao)(yao)求,該(gai)項(xiang)改動(dong)(dong)既符合目前消費者(zhe)(zhe)的(de)用車(che)習慣,也(ye)降低了企(qi)(qi)業生(sheng)產(chan)(chan)成本;三是鼓勵電動(dong)(dong)自行車(che)安裝(zhuang)后(hou)(hou)視鏡,電動(dong)(dong)自行車(che)后(hou)(hou)視鏡能(neng)(neng)有(you)效減(jian)少騎(qi)行者(zhe)(zhe)視野盲區,提(ti)高騎(qi)行的(de)安全性和(he)(he)便利性。
根據(ju)新(xin)(xin)標(biao)準(zhun)要求,2025年9月1日(ri)以(yi)后,所有新(xin)(xin)生產的(de)電(dian)動(dong)自行(xing)(xing)(xing)車都必須(xu)符合新(xin)(xin)標(biao)準(zhun)要求。電(dian)動(dong)自行(xing)(xing)(xing)車新(xin)(xin)國(guo)標(biao)實施后,電(dian)動(dong)自行(xing)(xing)(xing)車安(an)全(quan)性能增強(qiang),為人民群眾的(de)綠(lv)色(se)出行(xing)(xing)(xing)提(ti)供了更加安(an)全(quan)保障。消費(fei)者在購買(mai)電(dian)動(dong)自行(xing)(xing)(xing)車時(shi)要仔細檢(jian)查所購買(mai)車輛的(de)生產日(ri)期和銘牌,以(yi)確保購買(mai)到安(an)全(quan)、便(bian)利的(de)新(xin)(xin)國(guo)標(biao)電(dian)動(dong)自行(xing)(xing)(xing)車。
